Joe Hotko
Sr. Vice President, East Operations
With more than 28 years of experience in the construction industry, Joe Hotko serves as the Senior Vice President – East Operations at HPM, Inc., where he leads the company’s building operations in the Southeast. A graduate of Virginia Tech with a Bachelor of Science in Construction Management, Joe has worked on both the operations and controls side of the business for federal, state, public and private owners.
In his role, Joe is responsible for project acquisition, financial and operational performance, and growing HPM’s presence in the East. Since joining HPM in 2024, he has led American Tower’s edge data center program from Raleigh Phase One through Phase Two and into design for Tampa, along with Rod & Gun Club and Auto Skills Center work at Fort Bragg. Earlier in his career, he led a Mountain States building business with roughly $150 million in annual revenue and delivered projects including the VA Medical Center campus in Denver and the C-17 maintenance hangar at Joint Base Elmendorf-Richardson.
